Russia has announced that it will ban the use of VPNs, calling it a way to police unlawful content rather than a restriction for law-abiding citizens. Meanwhile, Apple has bowed to new Chinese restrictions, which demand that developers offering VPNs must obtain a government license, and removed such software from its App Store in China.
