The Lebanon War and the democratization of missile technology

The events of September 2001 disproved the assumption that only a state could make war on another state. Now Hezbollah's confrontation with Israel has provided further education about how the world is changing. Hezbollah's campaign is a clear sign of how the democratization of missile technology -- cruise missile technology, in particular -- is reshaping global realities.

Assumptions about the Israeli Defense Force's military superiority have enjoyed axiomatic status, especially among laypeople. In fact, the IDF were -- and perhaps still are -- a good citizen-soldier militia, with a small number of units of excellent professional soldiers, and a highly capable general staff. According to a famous, and probably apocryphal story, when asked the secret of Israel's military successes, an Israeli commander succinctly summarized the IDF's method: "Always fight Arab armies."

However, as Hezbollah's leader, Sheikh Hassan Nasrullah, has explained: "We are not a regular army and we do not use the way of a regular army." Hezbollah has displayed a combination of a guerrilla force's decentralized flexibility and a national military's sophistication, fielding weapons like the C-802 Noor radar-guided anti-ship missile (an Iranian-made knockoff of the Chinese "Silkworm" C-802) that struck an Israeli warship on July 14. In sum, Hezbullah's arsenal includes the following missiles:

· 122mm Katyushas: range 13 miles, warhead 6 kg
· 122mm improved Katyushas: range 19 miles, warhead, 6 kg
· 220mm Syrian rockets: range 43 miles, warhead 40 kg
· 240mm rockets: range 6 miles, warhead 18kg
· 240mm Iranian Fajr 3: range 26 miles, warhead 50 kg
· 333mm Iranian Fajr 5: range 46 miles, warhead 90 kg
· 302mm Iranian Khaibar-1: range 100 miles, warhead 100 kg
· 610mm Iranian ZelZal-2: range 130 miles, warhead 400 kg

Significantly, according to claims by both Hezbollah and Israel, Hezbollah has held in reserve all of its 200-odd Zelzal-2 missiles, which have a range of up to 200 kilometers -- capable of reaching Tel Aviv. The Zelzal missiles are road-mobile, solid-propellant systems, about which little is known. They are most likely unguided or use a rudimentary inertial system; when properly launched, such rockets would be accurate to within several kilometers of their target, enough to hit a city like Tel Aviv.

Given all that, it's a reasonable supposition that Sheikh Nasrullah and Hezbollah were ordered by their Iranian backers to keep in reserve the Zelzals, as well as a significant number of the Iranian Fajr-5 missiles (of which the Khaibar-1 is believed by many analysts to be a modified variant).

Hezbollah's Katyushas are the furthest thing from the latest designs. Predating venerable weapon systems such as the AK-47 assault rifle and B-52 bomber, these generic short-range rockets were given their name by the Soviet troops who first fired them at German forces during World War II.

For all the Katyusha's vintage provenance, however, it has defeated futuristic attempts at missile defense like the Tactical High Energy Laser (THEL), a U.S.-Israeli attempt to create a high-energy chemical laser that could detonate the missiles in midflight. In fact, it's indicative of the difficulties of short-range missile defense that the THEL prototype was approximately the size of six city buses; according to Subrata Ghoshroy, a military analyst at MIT who studied the project in 1996, not only would the system have been "a sitting duck" on a battlefield, but also any fractures of its fuel tanks would have released potentially deadly gas over its crew and bystanders. Although in 2000 the THEL was able to shoot down two Katyushas simultaneously during tests when no cloud cover impeded it, Katyusha rockets were designed to be fired from truck-mounted launchers in barrages of up to 50. Given the THEL's general impracticality, the U.S. Army ceased funding it in late 2004.

    so ironic, this is almost like the ancient time when some primitive man outmatched his biggest opponenet by employing a sharp stick--except here, the moe advanced nations are hampered by the very fact they are TOO civilized to simply wipe out all enemy peoples. in any earlier time, the advanced nations would leave no stone unturned and no survivors among the terrorists and their home nations. now, we are too civilized to do so, and prove it by taking casualties.

      Missiles and bullets are at least specific and normally fired in anger...

      Israel used flyers to warn the population. What if they started to kill everything that moved? Where would be the Hezbolah now? The terrorist tactics are only good to blow up things .. they will never be capabil to wipe out Israel like they dream. So .. they are useless. Time and money out the window.

    • Ancient warfare generally wasn't that deadly
      It is true that the Romans and Mongols used extremely punitive measures -- slaughtering "traitorous barbarians" who resisted their occupation.

      Ultimately such tactics didn't work out for them, though.

      It general though it is a mistake to think that primitive warfare is more "savage" and deadly. Read "A History of Warfare" by John Keegan for a thorough analysis on the subject.

      I'm not sure what you're argument is, but it sounds suspiciously like the John Podhoretz argument that simply killing more people will win a war.

      The weakness of that argument lies in the frustrating, inherent genius of the "quicksilver" nature of modern terrorist/insurgent/paramilitary (take your pick) units. The small groups hide among innocents and, if Israel or the United States attempts to bomb them out, we kill innocents and create recruits for the next wave of attacks against us.

  • the more equal the sides the more viscious the fighting
    WW2 was a battle between relative tech equals. How was that won? Almost no holds barred and destruction of the opposition cities and infrastructure. That is the prize for democratization of missiles and cruise missiles. The only military response is to go after the sources. In WW2, Germany had no ballbearing plants at the end. Missiles/cruise missiles need metal and factories for them to be built. It would mean a wider war with Syria, Iran and Hezbollah. With technology unchanged Israel can still win that war.

    The key for re-establishing a more civilized and comfortable military superiority is advanced sensors and detection technology. Find the weapon caches, track the rockets and people in real time, then precision air strikes become decisive again.

  • Give what they want
    Why nobody, instead of talking about the consequences of terrorism, talk about the causes of it? It is too easy to bomb a city, kill thousands, and think that the war was won. But that people that survived and lost everything, include their hope, will be the people that will explode airplanes tomorrow.
    With the current technology, anyone can kill thousands. I remember few years ago that a guy kill around 150 in Seoul’s subway with gasoline because he didn’t want to die alone (he survived).
    The solution to terrorism is simple. Give what the terrorists want… PEACE!!!
    The consequence of bombing the Middle East to still oil will be felt by the western civilization for many generations.
    Unfortunately the price (the ecology is not taken in account, Katrina will be back soon) we pay to drive an Expedition or a Suburban will be spend the rest of our lives living afraid of boarding a flight, walk on downtown (cars can explode) or even breath (bioterrorism is coming, bacteria are simpler than missiles).

      Give them what they want?  Given Hamas' charter calls for the destruction of Israel.  If you look at history, land for peace was tried already - we got Hitler across Europe.  Unfortunately, when a group or party's rallying call is the desruction of another sovereign nation, the only way to peace is to eliminate the group.

        I am assuming people who read this magazine are scientists or others who can appreciate science. Why is it that such people can easily trip in political issues and start making claims to wipe out terrorists or mass murdering Arabs. The isues facing Israel and the Middle East will only be solved by neighbors sitting down honestly trying to solve the problem. Israel became a "sovereign" nation because other nations made it so (1948). If Israel will continue to exist it has to come to terms with its problems and its neighbors. We should realize that one can not continue taking land and living out of another group for too long these days. I am happy that Arabs are learning how to deal with Israel and presenting a difficult problem for its people. It is about time Isarelis stop seeing themselves as "the chosen people" because we are all chosen and deserve to live the way we want. I am happy that the new science is equalizing both sides. Wiping out the other isn't the solution.

        Israel demonstrated remarkable restraint in the past few months, when it had clear justification to basically reduce that entire country to rubble - which is what Iran wanted them to do to give Iran an excuse to keep their enrichment program "Look how the jews wiped out Lebanon; we'll be next unless we have a nuke!" Hezbolla is a puppet who's strings are pulled by Iran - who's stated goal is to wipe Israel from the map. That's not a terrorist statement? They are FACISTS! The Nazi's and them even march the same! Jackboots are Jackboots, no matter if you're stomping Jews in Northern Europe or in the Middle East.
        Now we will see what that lunatic who runs Iran will do to justify keeping his nuke program now that raining missles into Israel and kidnapping soldiers didn't work.....

        Dear mbstiburon, western civilization is the yield of human history and its a part of our future, no body want to destroy it because its our common product even we're not westerners.human race is the generator of history and future and wherever the civilization grow is a wealth to humanity.
        the conflicts and disputes are political issues contributed mostly to greed and aggression. you should look carefully to other opinions before standing in the field to support or object.Also , some times we shouldn't mix between using violent measures and terrorism because violent,even with its illful yield, is human activity associated with war or its tentacles.

  • Supply Chain Management 101
    Hezzbola and other non standard armies get their support out of country. It seems that if the supply chain were to be broken - severely broken, then there would be an increase in peace throughout the world. Whether it's the factory supplying metal, a chemical plant supplying explosivs, a training camp or educational facility supplying expertise and training or a bank supplying money - then Isreal, the US and UN ought to go in and close down the shops using whatever means neccesary. The terrorist organizations who want martydom will eventually get what they deserve when enough decent people have had their fill. It's probably cheaper to wipe out and rebuild a whole city than to do the job piecemeal.

    Yep, you are right, like everybody. They want to explode Israel and USA because they hate the FREE WORLD. The fact that they lost their land to Israel, probably their house was destroyed when Beirut was bombed by the USA in 1984 and their family was killed by and Israeli F-16 sometime in the last 20 years is just a coincidence.
    In the end doesn’t matter how many people is killed to fill up your SUV, as long they are not Americans…
    It is so nice spend the day watching American Idol…

  • Israel is screwed
    Granted, the Arabs are a bunch of idiots, but even they will sooner or later figure out how to strike at Israel in a more efficient way.

    1) They will put small wings onto those rockets, dramatically extending their range.

    2) They will put video cameras and radio controls onto the rockets, so they could be guided by a ground operator. These are cheap and widely available technologies, available at any hobby store. Even if they improve their strike accuracy by 20%, it would mean huge trouble for Israel.

    Israel will be left with no choice but to wipe out all the nations around it that harbor terrorists. Stay tuned...

      take it easy gabrielg01, we , arabs, not that bad in technology or science, don't forget our global domination for more than 1000 year. anyway. the conflict in middle east has a cause and purpose should be examined carefully , neutrally and mentally .after that, we can evaluate. But, the impact of some weapons on israeli war machine - beleive me its the begining and a dramastic change will take effect now-on in middle east.. if you support israel, no problem, push them to free their minds and try to reshape the truth according to historic and social facts--- brotherhood in 'God should envolve understanding and acceptance of truth.

  • Israel and the West must develop an effective response to attacks
    As missile technology becomes readily available and cheap, an effective response needs to be developed.  Destroying missiles with million dollar plus counter missiles is a losing proposition if the attacking missiles are far less costly than the counter missile.  The kinds of rockets used in this conflict are often very cheap to produce  and they are launched in waves.  A phalanx based gun system could be used but the international community would go nuts when millions of rounds of ammunition rained down all over Lebanon.  These systems very effectively deal with artillery and rockets but you do not want to be down range when they are used.  They fire off thousands of 20 mm rounds to hit each rocket or shell.  Personally, I think they should be deployed and the resulting civilian casualties blamed on the real culprits, the terrorists.  These systems have been successfully deployed on warships since soon after WWII.  An effective energy based anti rocket based technology would be ideal as it could respond to attacks with light speed and would not cause havoc to “innocents” but there are still technological problems which must be addressed before such a system becomes practical.  I think Israel will need to move to a modified Mongol defense.  They will need to send a warning to any town from which rockets are launched to evacuate and soon after level the town leaving not a single building intact or an occupant sill living.  Either the terrorists will be stopped or all civilians would be forced to flee.  Without fear of killing civilians, Israel could respond with devastating counter fire to every attack and fully utilize their advantages in technology and firepower.  Suffering the results of harboring terrorists might be remarkably instructive and lead to a real peace not possible when the aggressors need not fear the consequences of their actions.

      Are you really telling what exactly you analyze. even, the bloodiest terrorists in history dont approach;t like that. You lose like that because whatever you think about Israel, we beleive its over and our nation is divinly blessed especially when you examin how passionate and lovelyhood our resistance in dealing with murderes in israel.. our resistance did the best to avoid civilians from bearing casualities but the aggresive army used all destruction materials to target only civilians and inocent people. We are defending our land and freeing our people, and we hope in any war only small arms are used because as you should have seen,,in ground war the israeli army will suffer heavily , not because of lack of weapons or machines, but because the purpose of war is not legal but evil and for sure God Watch.

  • A Solution - Part 1
    There remains one simply solution to it all. Take four [4] 747-400’s [these are chosen because they have Crew Escape capability [Sorry Boeing]]. Load the with 20,000 Kg of Napalm. And start flying them over the territory in a grid pattern. The combatants are then given until the fuel runs out to stop fighting and settle. If they do not, twenty minutes before the fuel runs out, the planes will fly to 7000 metres, the crews will bail out and shortly there after there will be no history to fight about.
